Job Description

The Manager, Human Resources/Administration Manager will be responsible to oversee effective Human Resources and Administrative functions for the Greater Rural Opportunities (GROW) Project.  In the Human Resource (HR) area, the Manager will develop and implement HR systems including: HR policies; recruitment and selection; salary and benefit administration; performance management; and training and development.

The Administrative functions include: procurement and maintenance of assets, equipment and supplies; safety and security systems for both staff and assets; administrative support to the project team.  The Manager, Human Resources/Administration will oversee the project's administration, security and driving staff.

As part of the Senior Management Team, the Manager, Human Resources/Administration will collaborate closely with other areas of project's management and contribute to its overall success.  The Manager, Human Resources/Administration will report to the Country Project Manager.

Duties:

  1. Develop nad implement appropriate HR policies that comply with MEDA's HR guidelines and local Ghana legislation.
  2. Maintain personnel files including tracking of employee data (vacation time, contract dates, salary letters, benefits, training, etc) and ensuring proper employment contracts are signed and on file.
  3. Develop and manage the recruitment and selection process including: defining job descriptions, advertising and job postings, interviews and reference checks.
  4. Organize and facilitate the onboarding process for new staff.
  5. Design, implement and monitor a Performance Management with MEDA HQ support. Train staff to ensure the process is followed and provide support when necessary.
  6. Manage payroll and salary administration system, and provide support to Country Project Manager for year-end salary increase process.  Conduct periodic salary surveys to ensure that MEDA's salary scale is fair and positioned to attract and retain top quality staff.
  7. Manage all staff benefits and insurances, ensuring that appropriate coverage is in place.
  8. Support the safety and security functions including: developing a Field Security Manual with support from MEDA HQ; monitoring staff travel; managing MEDA's fleet of vehicles; and providing logistical and security support to international visitors.
  9. Monitor team morale and assist the Country Project Manager to address issues promptly.
  10. Participate in the project's Senior Management Team.  Prepare appropriate project reports and statistics to the Country Project Manager, and participate in annual planning as required.
  11. Purchase and maintain all project assets, equipment and supplies in compliance with MEDA policy, CIDA guidelines and Ghana laws.
  12. Directly supervise the work of the Administrative Asssistant; the Procurement Officer and other staff as may be required by the HR/Admin department.
  13. Oversee the selection and supervision of project drivers and security personnel.
  14. Carry out other duties as assigned by the Country Project Manager.

Required Skills or Experience

Qualifications:

  1. A minimun of 5 years experience in senior himan resources management or a complex internationally funded project.  Experience working on a women-focused project an asset.
  2. Experience with human resources and procurement management in compliance with requirement of major donors and in the Ghana context.
  3. Demonstrated successful experience with staff supervision, recruitment and selection, performance management and salary scale maintenance is required.
  4. Advance degree in relevant field or extensive experience in human resources management.
  5. Demonstrated effective interpersonal and communication skills.
  6. Experience dealing with issues of a confidential and sensitive nature.
  7. Experience in the design and development of various HR systems for a project start-up is an asset.
  8. Fluency in English is required.
  9. Appreciation and support of MEDA's faith, values and goals.
